1. Community Halls

The Council has built nine community halls, which in turn have been handed over to the community to administer their day-to-day functions. The halls are multi-functional and are used for a variety of activities, e.g. pre-school groups, scouts, aikido, luncheon clubs. Local committees are set up to run the halls and pay for some running costs from hire fees and fund raising events. The Council is responsible for all capital works and also gives grants towards running costs. The halls are located in the following areas:-

  • Brynmefys/Maengwynne (known as Brynmaen). - Furnace (temporarily closed);
  • Dafen – within Dafen Park;
  • Five Roads – Heol Hen, Five Roads;
  • Furnace – Stradey Road, Furnace;
  • Ponthenri – Bargoed Terrace, Ponthenri;
  • Sandy – Sandy Road, Llanelli;
  • Saron – Saron Road, Bynea;
  • Swiss Valley – Heol Nant, Swiss Valley;
  • Trallwm – Amanwy, Llwynhendy.

2. Luncheon Clubs

one of our luncheon clubsLuncheon clubs for senior citizens have been provided since 1990. There are six currently in operation where patrons can have a two-course meal for £2.49. Details of the luncheon clubs are as follows:-

  • Monday – Felinfoel Church Hall
  • Tuesday – Sandy Community Hall
  • Wednesday – Saron and Trallwm Community Halls
  • Thursday – Dafen Community Hall
  • Friday – Dafen Community Hall

3. Senior Citizens Day Centre

The Council, in partnership with Llanelli Town Council, funds and administers the Day Centre located in the YMCA buildings in Llanelli. The Centre provides lunches and snacks for the senior citizens of the area.

4. Grants to Organizations

Voluntary organizations are assisted each year with financial allocations. Sports and youth clubs, Churches and Chapels, Citizens Advice Bureau etc. receive regular grants from the Authority.

Financial Assistance Budget of £3,000 – allocated in accordance with the Council’s policy as follows:-

  • £1,000 – two donations of £500
  • £1,000 – 10 x £100 donations
  • £1,000 - £300 contribution towards Bobby Busters Competition and remaining £700 granted in amounts ranging from £25 to £75

Ward Allocations budget of £10,000 - allocated to the individual Wards based on population:-

  • Bynea - £1,469
  • Dafen - £1,631
  • Felinfoel - £926
  • Glyn - £966
  • Hengoed - £1,819
  • Pemberton - £2,032
  • Swiss Valley - £1,157

The money is distributed by the local councillors for the Ward to local groups and organisations in aid of worthy causes.

5. Community Development Fund

This grant scheme has been specifically created to encourage community development within the Council’s area, and has a budget allocation of £30,000.

The Council’s grants panel meets twice a year (March and September) to consider grant applications and the maximum grant award per application is £5,000.

6. Traffic Calming Measures

A number of speed cameras have been installed within the County of Carmarthenshire. The Council entered into a partnership agreement to fund the provision of a speed camera at a cost of £16,000; allowing Carmarthenshire County Council to ensure funds were available to provide another two cameras in the Rural Council’s area.

A traffic calming scheme was designed for Felinfoel. A contribution of £10,000 was made by the Rural Council to enable the scheme to go ahead.

7. Bobby Busters Competition

The Bobby Busters Competition has been sponsored for many years by Llanelli Rural and Llanelli Town Councils. The Community Officers of Dyfed-Powys Police arrange competitions between local schools to test their general knowledge and road safety awareness. The Council donates £300 every year towards the competition.

8. Dyfed Powys Police

The danger of drugs in the community has been promoted by Dyfed-Powys Police and the Council by using the Council’s community halls as venues for road shows to encourage youngsters to attend and learn of the dangers of drug taking.
